Food Standards Agency Consultation on Bisphenol A (BPA) Ban in Food Contact Materials

The Food Standards Agency (FSA) has launched a public consultation on a proposal to prohibit the use of bisphenol A (BPA), other bisphenols, and bisphenol derivatives in food contact materials (FCMs). Although the consultation primarily targets food packaging, feed businesses should take note, especially if any feed contact materials used in their operations may contain these substances.

Opened on 2 October 2025 and running until 24 December 2025, the consultation invites stakeholder views on the scope, implementation, and potential exemptions of the proposed ban. The FSA’s preferred approach is a comprehensive prohibition covering BPA and its analogues(e.g. bisphenol S [BPS] and bisphenol F [BPF]), citing concerns around endocrine disruption and immunotoxicity.

This is especially relevant given the legal requirement under assimilated Regulation 183/2005 that feed packaging must not pose a risk of hazardous contamination. The use of BPA-containing materials in feed contact applications, such as liners, buckets, or storage containers, may fall within the scope of this regulatory change.
