The Fertiliser Industry Assurance Scheme (FIAS) provides independent assurance that fertilisers are manufactured, stored, transported and supplied safely, securely and in line with regulatory requirements. Now in its third decade, FIAS underpins confidence across the UK fertiliser supply chain, from manufacturer and importer through to merchant, haulier and store.
A Scheme Built Around Security
FIAS was developed to address genuine risks associated with fertiliser storage, transport and handling. Its focus on security, safety and traceability runs through every part of the Standard and applies across the whole supply chain-from sourcing and manufacturing through to haulage, storage, sales and delivery to farm/end user (could be an amenity customer).
Participants must demonstrate that they have appropriate controls in place to:
- Secure fertiliser products and prevent unauthorised access and theft
- Manage risks linked to transport and storage, including high‑consequence dangerous goods
- Maintain accurate records so materials can be traced at every stage
This risk‑based approach allows the scheme to remain practical for businesses of all sizes, while still meeting the expectations of regulators and enforcement authorities.
Independent Certification and Audits
At the heart of FIAS is independent certification.
All FIAS Participants are audited against the FIAS Standard by an appointed Certification Body. Compliance is assessed through regular audits carried out by trained auditors with relevant industry experience.
How the audit cycle works
- Participants undergo regular audits to confirm ongoing compliance with the Standard
- Audits assess operational practices, documentation, traceability and security procedures
- Any non‑conformances must be addressed within agreed timescales
This cycle of audit, corrective action and review helps ensure that standards are not only met at a single point in time but are maintained consistently year after year while providing a framework for continuous improvement.
Governance and Oversight
FIAS is underpinned by a strong governance structure that ensures the scheme remains credible, up to date and aligned with regulatory expectations.
The scheme is overseen by industry and non‑industry stakeholders, with strategic direction set through established governance groups and ongoing review of the FIAS Standard. These groups continue to manage both the long‑term direction and day‑to‑day operation of the scheme.
In addition:
- The Certification Body is itself subject to independent oversight
- Accreditation is maintained through external audits and assessments from UKAS, the United Kingdom Accreditation Service
- Auditor training, consistency and performance are monitored to ensure confidence in audit outcomes
This layered governance model provides assurance not just to Participants, but also to regulators and Government departments.
What Is DfT Earned Recognition, and How Does FIAS Fit?
DfT Earned Recognition is a Government initiative that recognises operators who can demonstrate high levels of compliance and effective risk management.
For haulage businesses operating under FIAS, certification plays an important role in supporting Earned Recognition in relation to the Carriage of Dangerous Goods (CDG) and ADR requirements. FIAS certification demonstrates that appropriate controls, training and security procedures are in place, which can contribute to a lower risk profile for certified operators.
Regular reporting and oversight give the DfT confidence that FIAS standards are being maintained, helping to reduce unnecessary intervention while still protecting public safety. The DfT is also a key stakeholder within FIAS governance, reinforcing the scheme’s credibility and alignment with regulatory expectations.
