Farming Profitability Review 2025 Published
The Farming Profitability Review 2025, an independent review led by Baroness Minette Batters, farmer and former president of the National Farmers Union (NFU), was published today (18 December 2025).
Commissioned by the Department for Environment, Food & Rural Affairs (Defra), the six-month review examined farm profitability in England and sets out 57 recommendations for the Government and industry to strengthen the resilience and viability of farm businesses.
In response to the Report, the Government has announced the creation of new Farming and Food Partnership Board has been launched today with a mission to ‘drive growth, productivity and long-term profitability across the sector’.
AIC’s Response
The Agricultural Industries Confederation (AIC) welcomes the publication of the Farming Profitability Review and is supportive of its evidence-based recommendations to help secure the profitability of British agriculture.
We are encouraged by the constructive approach taken, to focus on profitability, investment and confidence, which is essential for driving productivity and growth for a forward-thinking sector.
We also welcome the creation of the new Partnership Board; working in partnership between industry and Government has long been an AIC ask.
Key Issues for Members
It is positive that many of AIC’s core issues that were identified in our response have been acknowledged and feature in the recommendations, including:

Using the agricultural sector as a way to grow UK GDP;

Improving cropping diversity, especially in oilseeds and pulses;

Better data on land use;
-
Implementing new fertiliser regulations;
-
Simplifying climate and emissions reporting.
AIC appreciates Baroness Batters’ engagement with the AIC Board and her consideration of our response during the review process.
The AIC policy team will work through the full report and discuss the findings with relevant committees and engage the Government in the next steps.
