The European Communities Act 1972
Section 2(2) of this Act provides the legal powers to make secondary legislation to fulfil the UK’s EU obligations. It can be used on its own as a general power, but Parliamentary scrutiny committees prefer to see its use restricted to those instances where powers under the Agriculture Act 1970 are considered insufficient to implement those obligations.
