Progress in Reducing Emissions 2025 Report to Parliament

The "Progress in reducing emissions 2025 Report to Parliament" by the Climate Change Committee provides a comprehensive overview of the UK's efforts in reducing greenhouse gas emissions.

Key points from the report include:

  • The UK has established targets for reducing greenhouse gas emissions. The Seventh Carbon Budget outlines an 87% reduction in emissions between 2038 and 2042 compared to 1990 levels, equivalent to a 75% reduction from current levels.
  • Agriculture has achieved a 12% reduction in greenhouse gas emissions since 1990. However, its share of total UK emissions has increased as other sectors have decarbonised at a faster rate.
  • By 2040, agriculture is projected to account for 27% of total UK emissions, up from 12% today.
  • The report identifies electrification and the transition to low-carbon electricity as key strategies for further emissions reductions.
  • The Climate Change Committee (CCC) recommends a 39% reduction in agricultural emissions by 2040.
    • Suggested measures include:
      • Use of low-carbon fertilisers
      • Decarbonisation of machinery
      • Livestock number adjustments
      • Peatland restoration
      • Woodland planting
  • Agriculture contributes 12% of the UK’s greenhouse gas emissions, equivalent to 48 Mt CO₂e.
  • Although emissions from agriculture have declined, its relative share has increased due to more rapid reductions in other sectors.

Presented to Parliament pursuant to Section 36 (1) of the Climate Change Act 2008. This report was laid before Parliament on 25 June 2025.
