Official guidance published for Control of Explosive Precursors and Poisons Regulations 2023

Official guidance for the Control of Explosives Precursors and Poisons Regulations 2023 has been published ahead of the upcoming legislative changes which come into force on 1 October 2023.

FIAS Participants, Fertiliser and Crop Protection and Agronomy Members are being encouraged to view the guidance, which can be found on the GOV.UK website.

The changes relate to the supplied of regulated and reportable chemicals to professional users and the public and will therefore be of interest to suppliers of nitrogen-based fertiliser, the plant protection product (aluminium phosphide) and to FIAS Participants.

The guidance includes advice on how to meet changes to key requirements for the below (for aluminium phosphide, the last two bullet points are applicable):

  • Verification of customers - professional users and business customers
  • Reporting of suspicious transactions, disappearances and thefts
