Changes to Standard Rules Permits for Medium Combustion Plant and Specified Generators
Following an eight-week consultation held last autumn, the Environment Agency has published its response on standard rules permits for medium combustion plant (MCP) and specified generators (SG). The following amendments will be made:

The correct nitrogen oxide (NOx) limit for specified generators operating under 500 hours will remain at 190 mg/Nm³.

The wording of SR2018 No. 3 will be amended to allow abatement compliance without fixed timescales.

SR2018 Nos. 2, 3, 5, 6, 8 and 9 will be withdrawn for new applicants from 28 February 2026. Existing permit holders will be transferred to simple bespoke permits at no additional cost.

Hydrogen and gas-oil substitutes (for example, hydrotreated vegetable oil) will be added to the relevant standard rules permits.

Restrictions on stack configurations for low-use generators will be relaxed.
These amendments will be implemented within six months. Further consultations will follow on hydrogen production and mobile MCPs.
